The Recall of School Board Members


The recall is part of the democratic process as outlined in Article XI of the Alaska Constitution of the Alaska Constitution and regional school board are subject to recall in accordance with AS 29.26.240. Alaska Statutes 15.45.470 through 15.45.720 and Title 6 Alaska Administrative Code 25.240 explain the recall process and procedures. 


The right of the people peaceably to assemble, and to petition the government shall never be abridged.

Mackey Rebuttal - Fact Check

Although the state's objection was overturned, the district's dependence on non-instructional funding from CBJ had previously been used to reduce the budget gap for years. 

The Board ignored the 2017 Facility Master plan, which recommended consolidation at the elementary school level, where the declining population was greatest.

March 2023, the JSB was notified by the CBJ  of the potential revenue loss due to consolidation.. 

Additional facts to consider:

  • The district put out a rapid PR campaign of presentations and community meetings starting in January 2024, just 33 days before on a consolidation model, but none of presentations addressed community concerns, the consolidation budget or the long term financial implication of various consolidation models.
  • The funding formula was adopted in 1998 and implemented in 1999. Funding past the “local contribution” is to ensure there is no more than a 25% funding difference between the highest and lowest paid districts in the state which creates inequity. The board has been aware of flat state funding since 2017, was warned about declining student enrollment and still overestimated enrollment projections.
  • The enrollment numbers and PTR were lowest in the elementary level with the smallest concentration of students.
  • JSD building capacity is based on a PTR of 24, not the actual building capacity per DEED.
  • 3 new candidates are not deterred by the recall efforts totaling 6 candidates running for 3 seats. That kind of interest hasn’t happened except in 2021 after the pandemic.
