06.14.16   CBJ Request For Proposals E17-026 for JSD Facility Master Plan

The committee’s mission statement directed them to:

“Develop a long-term facility master plan including but not limited to review of boundaries, number of facilities, and evaluation of long-term funding for both staff and facility maintenance.  Confirm or deny that the community can continue to own and maintain the facilities that we have in a manner that we currently operate them.”

The Consultant shall review relevant information, visit school facilities and meet with CBJ, School Board, and school district staff to develop the following:

  1. Five and ten-year predictions for delivery of proposed educational program, including proposed elective programs, special needs, and other school facilities needs based on low, medium, and high levels of enrollment, educational delivery, and predicted federal/state/local funding for school operations.

  2. Evaluation of the effectiveness of existing school facilities in meeting the educational delivery scenarios identified. Identification of space limitations or underutilization, and discussion of limitations on the proposed educational delivery program.

  3. List of School District Facilities, recent major renovations, and significant maintenance projects.

  4. List of proposed short term maintenance requirements and magnitude cost estimates for existing facilities.

  5. List of proposed long term maintenance requirements by facility and magnitude cost estimates.
  6. Options for funding of short term and long-term maintenance projects.
  7. Strategies for reducing operational cost and increasing efficiency of school district operations that do not compromise current educational program deliver

 


 

The Viability Study looks at the age, efficiency, and the ability to meet students' needs for every building in the district.
This chart also shows the current deferred maintenance costs needed per building to determine an overall ranking and score.

The Data matrix developed & used by JYW/Ericson to evaluate the Juneau School District Facilites and determine/develop a plan of action based on student needs and building accommodations to meet those needs. 

The 2017 Facility Study was never adopted,
nor the next phase pursued to develop the recommendations into a plan.

    • Discussion on enrollment forecasting / facilities

  • 09.22.23 - CBJ / JSD Facility Master Plan - Updated Executive Overview

    • JYW was contacted to determine if and how the 2017 Summary could be updated & developed into an adoptable Comprehensive Facilities Master Plan.

    • The 2017 Summary concluded that wide-scale changes might be needed to align district facilities with district
      needs. Changes in enrollment and funding since 2017 have likely just exacerbated the issues highlighted in
      2017.

    • Understanding that updating all the detailed information in the 2017 Summary with current data could be a significant undertaking, JYW recommended first providing a more limited review.

    • It is hoped that this Overview can re-start the conversation about how to move towards adoption of a
      Comprehensive Facilities Master Plan to guide future decision making and capital project planning. ~JYW

  • 09.26.23 - Draft School Facilities Evaluation Matrix Version

    • The City Manager proposed establishing a matrix to evaluate the school system using 7 Quantitative and 6 Qualitative measures, as well as Opportunity measures, but no further action was taken by the JSD or CBJ.

CBJ & JSD revisited the 2017 study in September 2023, re-engaging the original contractor to get an update, but again did not take any further steps to develop a long-term strategy or plan as originally stated in their 2016 RFP.


Qualitative & Quantitative measures were prompted by CBJ and the community, but no draft matrix was adopted nor provided by JSB to substantiate the consolidation decision.
