September 17-23, 2024: Celebrate the Constitution
In 2004, Public Law 108-447, Section 111 was passed requiring the following: “Each educational institution that receives Federal funds for a fiscal year shall hold an education program on the United States Constitution on September 17 of such year for the students served by the education institution.”

Possible Solutions
- Loss of neighborhood schools
- Loss of school choice
- The adopted JSD 20-25 Strategic Plan did not include long term planning based on flat funding and declining enrollment.
- A breakdown of budget savings and costs under different consolidation models was never provided.
- Unwillingness of the board to research other consolidation options.
- The board focused on making a budget fit the adopted consolidation model instead of choosing a consolidation model that worked best for the district.
- There was no transition plan for students and staff.
- Loss of educational opportunities due to: overcrowding, limited class selections, loss of instructional time to pack, etc.
- Refuse ghost funds so the model could change to meet the needs of the community instead of locking the district into one model for 7 years.
- Community concerns were never addressed by the district or the board
- Transparency
- Board members who are proactive, professional and able to work with existing board members, the district and community members
- A plan of action for the next 3-5 years that looks at: the budget, programs offered, enrollment, new revenue streams, etc.
- Improve district communication
- Develop a district strategic plan that focuses on budget impacts on the needs of students and community.
- Educate board members about their role as elected officials.
- Elect board members who are student and staff focused.
- Develop a long term consolidation plan that meet the needs of students now and in the future.
- Develop a matrix to assess the impacts of the consolidation on students: graduation rates, athletics programs, academic achievements; the budget: foundation formula based on building capacities, CTE/AP trends;; and district data: deferred maintenance costs, non-instructional costs and funding sources, unrecognized costs associated with consolidation.
